My easy rule of thumb is if your price range is $2,000,000 and up Rolling Hills may be the best investment for the money. On the other hand, if your budget is somewhere between one and two million dollars, Rolling Hills Estates and some areas of Rancho Palos Verdes offer you the option of purchasing a home in a horse-friendly neighborhood.
